I don't get any shrinkage when rotating. When set to Adjust, the parts of the layer outside of the image borders will not be visible but will continue to exist. What do I need to do to have a more clear image to print? And the format you're exporting to won't matter. You could always just go to effects-photo-sharpen. I always have to enlarge my images so that when I rotate them they will be the size I want because it makes them smaller, it has been a pain! You might not need to use interpolate 'none', it is a tool options setting - scaling, but go through the options anyway. I have attached an example. A motion blur is a retinal effect that has a time dependence. Do you think you could try this image and see if it could be done better. This rotated text is of course editable.
